Backport of 'Fix route constraint for Credits dashboards'

What does this MR do and why?

The bug fix introduced in Fix route constraint for Credits dashboards (!219194 - merged) is being backported to fix a bug in the GitLab Credits Usage Dashboards affecting the usage detail page for users with usernames containing a period in the name. Please see https://gitlab.com/gitlab-org/customers-gitlab-com/-/work_items/15567+ for more details. As mentioned in the issue, this is a priority1 bug that affects Self-managed customers and therefore was determined worthy of backporting.
