Backport Remove GitLab Dedicated support for semantic search until it's available

What does this MR do and why?

This is to backport a doc update to 18.8. GitLab Dedicated support for semantic code search should be removed until it's available. This MR updated master branch and it needs to be reflected on 18.8 doc.
