Open service desk issues on boards in legacy view instead of drawer

The work item detail view has not yet been updated to support service desk issues, so we need to continue to show them in the legacy view for now. So we are fixing a bug on boards so clicking on a service desk issue shows it in the legacy view instead of the drawer.

How to set up and validate locally

  1. Create a ticket using the snippet https://gitlab.com/-/snippets/3612230
  2. Turn it back to a service desk issue by going into the database, going to the issues table, going to the ticket, and changing the work_item_type_id to 1 which is an issue type
  3. Go to a board with the service desk issue (e.g. http://127.0.0.1:3000/flightjs/Flight/-/boards/1)
  4. Click on the service desk issue, which should open in the legacy view and not the drawer
