Add empty vulnerabilities by age panel

This adds a new panel to the new group security dashboard: the vulnerabilities by age panel. At this time it's still empty. It's guarded behind a new feature flag.

How to set up and validate locally

  1. Enable new feature flag: http://gdk.test:3000/rails/features/new_security_dashboard_vulnerabilities_by_age
  2. Go to group-level security dashboard
  3. Validate that below current charts, to the left, half width, a new vulnerability by age panel is shown
