Quarantine E2E and non-E2E tests using QuarantineFormatter

What does this MR do and why?

Updates quarantining of non-E2E tests to use GitlabQuality::TestTooling::TestQuarantine::QuarantineFormatter from gitlab_quality-test_tooling gem.

This is needed to enable sending quarantine data for non-E2E tests to ClickHouse.
