Fixing has_metrics in DeploymentMetrics class

What does this MR do?

This MR takes care of the following:

• It fixes the has_metrics? method in DeploymentMetrics class.
• It does some refactoring in DeploymentMetrics and Environment.
• It adjusts some tests.
