Config duo workflow default image path

What does this MR do and why?

In the JH environment, we intend to override the default image: registry.gitlab.com/gitlab-org/duo-workflow/default-docker-image/workflow-generic-image:v0.6.0.

To achieve this, we will use the method of replacing constants.
