Backport of "Removes feature flag enablement for svc accounts"

What does this MR do and why?

This MR backports this fix that conditionally enabled the feature flags for composite identity service accounts. These feature flags are already default enabled from yaml and need not be enabled for any specific user. Conditional enablement of flags causes DAP flows to be unavailable for self managed instances.
