Enable no-jquery/slim ESLint profile

What does this MR do?

  • Upgrade eslint-plugin-no-jquery to 2.3.0.
  • Enable plugin:no-jquery/slim instead of individual rules.

This is a step towards using jQuery slim which is significantly smaller.
