Disable grafana on Gitaly/Praefect backend nodes
What does this MR do?
This updates config snippets in the Praefect documentation to have the omnibus Grafana service turned off on nodes that are meant to run only Praefect or Gitaly. Grafana is a user-facing application; it should not be running on backend machines that do not serve user facing HTTP traffic.
