Enable the cloud run feature by default

What does this MR do?

When google upgraded knative in Cloud Run, we added this feature flag to disable the cloud run support while we upgraded gitlabktl to work with it. Now that gitlabktl works again, we'd like to re-enable this feature by default, but leave the feature flag in place in case we have to disable it again.
