Remove duo_code_review_on_agent_platform feature flag
What does this MR do and why?
This MR removes the duo_code_review_on_agent_platform feature flag to make the rollout straightforward. Now the rollout would be just dependent on ai_duo_agent_platform_ga_rollout and ai_duo_agent_platform_ga_rollout_self_managed just like all other AI features that are going GA with DAP GA in 18.8.
Customers won't get access to this feature yet given we have ::Gitlab::Llm::StageCheck checks in place.
How to set up and validate locally
- Make sure classic duo code review works as expected
- Make sure DAP duo code review flow works as expected
- All specs should pass
