Migrate chart specs to jest

What does this MR do?

Move monitor chart tests from karma to jest as part of our test migration. I used https://gitlab.com/gitlab-org/frontend/playground/migrate-karma-to-jest to move the tests.

Before we had jsdom installed it was difficult to migrate these tests, now it's easier so it's time to do it.
