Resolve "Profile page remains active after user has been blocked"

What does this MR do?

This MR introduces changes to the blocked user profile page

When the user is blocked all profile tabs are hidden (same as private profile), name is replaced by Blocked user and all links & bio are also hidden

The current illustration is based on private profile user page according to original issue #29335 (closed), this could be changed later and is outside of scope for this MR
