Transfer ownership of incomplete feature
What does this MR do and why?
The feature import_vulnerabilities was started by devopssecurity risk management in support of one of the features in groupsecurity insights.
As of this writing, about 22% of the necessary tables have been addressed, so the FF can't be enabled and can't be removed.
groupimport has no demand for these, and hasn't accepted ownership of the work done so far.
For these reasons, this MR transfers ownership of the FF back to groupsecurity insights
