Mark the umbrella uploads table as cell-local

Addresses #398199

The table uploads_9ba88c4165 is about to replace the former uploads table with with partitioned subsets. Each partition is sharded and contains an appropriate constraint on the key. Therefore this umbrella table can be moved to be cell- local as per !214675 (comment 2949410067)
