What does this MR do and why?

Fix: Seeing the "Create issue" instead of "New project" in issue list when consolidated list is disabled under Premium/Ulimate and group has no projects. This leads to doing nothing when clicking create issue as there are no projects, it should either render "New project".

How to set up and validate locally

  1. Disabled work_items_consolidated_list_user
  2. Create ultimate/premium group without any project.
  3. Visit to group issues
  4. Verify "New project" button instead of "Create issue".
