Remove ancestor_aware_archive_scopes feature flag

Summary

This MR removes the ancestor_aware_archive_scopes feature flag which has been enabled globally. The feature is now the default behavior.

Testing

The existing tests for the ancestor-aware scopes remain and verify the correct behavior. Tests that checked the feature flag disabled behavior have been removed since that code path no longer exists.
