What does this MR do and why?

Adds cursor pagination (backend support added in !212624 (merged)) to branch rules page, with page size of 20.

How to set up and validate locally

  • have a handful of branch rules in a project (Setting > Repository > Branch Rules)
  • for ease of testing, update PAGE_SIZE to a smaller number
  • next and prev buttons should work as expected
