Add security scan profiles to SPP eligibility checker

What does this MR do and why?

Add support for security scan profiles in the SPP eligibility checker. This update enables the secret_detection scan profile to trigger SPP for projects that have an associated secret_detection profile.

This functionality is gated behind a feature flag and honors the security_scan_profiles licensed feature.
