Draft: Roll out DAP GA behind feature flag for SM

What does this MR do and why?

  • Updates logic in codebase so that rather than sending all DAP Features to GA for self-managed starting in next milestone we do so only if the feature flag ai_duo_agent_platform_ga_rollout_self_managed is enabled.
  • This feature flag is disabled for now
