Disable BackgroundMigration/DictionaryFile cop for requeued migration

The migration has been requeued in Requeue BackfillNamespaceTraversalIdsOnIssues m... (!215753 - merged) which meant we removed the finalized_by attribute which causes the cop to treat this migration as invalid.
