What does this MR do and why?
Adjust feature flag scope
Switch the scope of the feature flag ai_experiment_sast_fp_detection to use the root ancestor instead of the inconsistent group/project scopes.
Some of the uses are at the instance level, in which case I kept the feature flag scoped to the user.
