Add a detected licenses search filter

What does this MR do?

Edit:

This change adds a search filter to allow only loading the software license policies for software licenses that were detected in the most recent license scan report.

This change exclude software license policies that refer to software licenses that were not detected in the latest scan report for the default branch. This data is made available for the next iteration when we will start to show the classifications for each software license.

In the next iteration, we will start to display the classification.
