What does this MR do and why?

This MR:

  • Removes the deprecated SyncOpenedMergeRequestsService class and related test file that were replaced by the approval policy rules
  • Removes calls to the deprecated Security::ScanResultPolicies::SyncProjectWorker
  • Creates a database migration to clean up SecurityProcessScanResultPolicyWorker from Sidekiq queues
