Unquarantine tests in security_reports_spec.rb

What does this MR do?

Un-quarantines qa/specs/features/ee/browser_ui/secure/security_reports_spec.rb.

Reconfigures the pipeline test to check for specific vulnerabilities due to the previously used count element being removed from the UI.

Closes #38199 (closed).
