What does this MR do and why?

Enables the dynamic pipeline inputs feature for self-managed instances. This feature allows users to configure cascading dropdown inputs in their CI/CD pipelines, where available options for subsequent inputs dynamically change based on previous selections. This improves the user experience for non-technical users triggering pipelines with complex configuration scenarios.
