Requeue BackfillNamespaceTraversalIdsOnIssues migration
This requeues the BackfillNamespaceTraversalIdsOnIssues batched background migration to ensure all issues have their namespace_traversal_ids properly backfilled.
This is required because we found a bug that could lead to some traversal_ids not properly in sync. This bug got fixed now.
