What does this MR do and why?

With 18.7, DAP is moving to GA status, so it is essential that model selection for DAP is also available when "Experiment and beta features" are turned off.

With the setting turned off:

This change only affects .com. Model selection for DAP has already been moved to GA in self-managed and self-hosted Duo instances.
