Remove two-phase job commit code
What does this MR do and why?
This MR removes the two-phase job commit code introduced in %18.5 under the allow_runner_job_acknowledgement feature flag (!204265 (merged), !204709 (merged)). I don't have the bandwidth to drive this to completion along with the other work I'm doing, so we're parking this for now. For future context, !214370 (closed) is the MR that would pivot the current implementation to a formal job state.
