FE: Add editing latest version warning to edit page
What does this MR do and why?
This introduces a warning to the user that they are editing the latest version of an item when they click "edit" on a version that has an update available. This is to avoid semantic version issues and the user to create a duplicate of the version they wish to edit first instead.

How to set up and validate locally
- Create a new agent or flow and enable it in the project
- Navigate to the EDIT page. You should not see a warning.
- Make an edit to the agent or flow and save it.
- Navigate to the EDIT page again. You should see a warning at the top.
- Clicking the link in the warning alert should route you to the
/duplicatepage with the agent or flow your project is currently pinned to.
