Backport of 'Bump test-tooling gem version to 3.1.0'

What does this MR do and why?

Backport test-tooling version update with some additional configuration changes to align with changes in the upstream Clickhouse schema updates.

Original update to 3.0.0 version didn't have any additional changes so even though we are bumping a major version, it shouldn't affect anything functionally
