Add link to the timestamp in wiki notes header
What does this MR do and why?
This adds a previously missing link to the wiki notes header timestamp, which sets the URL anchor to that note. This behavior is identical to work item note timestamps.

How to set up and validate locally
- Open a wiki page
- Click a timestamp on an existing note or create one.
- The URL anchor should now change to
#note_<wiki_note_id>and the page should scroll down to that comment.
