Remove work item type check when validating parent types

What does this MR do and why?

Fix Multi-level Child Epics UI Accessible in Pr... (!186276 - merged) Added some type checks to validate the parent types , we can remove the type check and and apply that to every work item type (given the fact that allowed parent types are correct from the backend)

1. Create different kinds of work item types
2. See that there is no difference in the parent widget availability of work item type in both FOSS both and EE mode
