Add skip_usage_cutoff to AIGW JWT

What does this MR do and why?

As discussed in https://gitlab.com/gitlab-org/customers-gitlab-com/-/issues/14849#note_2929463626 we are adding the boolean skip_usage_cutoff into the JWT extra claims which is generated for AIGW requests.
