What does this MR do?

This MR enables stacked="md" in the gl-table component to take advantage of the stacked UI for smaller viewports

Caveats

This videos are recorded by updating locally the version of gitlab-ui, the changes will be 'visible' after this MR !21308 (merged) is merged.

Anyhow this work is behind feature flag so there is no problem to merge this before the above MR is merged.
