Improve GitLab Dedicated for Government page structure and content
Restructures and improves the GitLab Dedicated for Government documentation page to better serve government customers and align with GitLab's documentation standards.
Content and messaging:
- Eliminated repetitive "GitLab Dedicated for Government" product name usage
- Updated language to be more direct and government-focused
- Removed inconsistent beta/preview status indicators
- Added contact sales information to intro for better lead generation
- Reframed "Unavailable features" as "Compliance considerations"
Structure and organization:
- Reorganized features into logical priority order (compliance → core features → technical features)
- Created clear separation between "Available features" and "Service operations"
- Moved encryption details into data residency section
- Simplified heading structure by removing unnecessary grouping levels
