Remove allowlist autopopulation migration tooling

What does this MR do and why?

Migration tooling was introduced in 17.7; planned removal is now planned for 18.7

We remove:

  1. Autopopulate allowlist GraphQL mutations
  2. Autopopulate services
  3. Autopopulate migration rake task
  4. Frontend components

left:

  1. Autopopulate fields in job token scope GraphQL resolvers. Since these fields are not marked as experimental, we will deprecate them in a follow-up issue
