What does this MR do and why?

For a GA we need to make agentic chat default. This adds reverse polarity toggle. Removes beta label. This will be behind FF agentic_chat_ga.

How to set up and validate locally

  1. Since the FF is just mocked in this MR to test it with FF disabled, apply this patch
  2. Test duo chat classic/agentic toggle
