Ensure Current.organization is set for all Rails controller specs

What does this MR do and why?

We are now relying more and more on the presence of Current.organization. Instead of slowly adapting all controller specs, let's enable it for all controller specs

The most important change is in spec/support/shared_contexts/current_organization_context.rb. All other changes are the result of removing :with_current_organization string from the code.
