Removes the disabling dind section

What does this MR do?

This removes the documentation around disabling DIND for Dependency scanning.

Following this documentation doesn't work.

I did exactly what the documentation suggested and I got the following error on the pipeline:

The form contains the following error:
No stages / jobs for this pipeline.

Ideally, we should fix this but since I'm not sure what that involves, removing the misleading documentation is the best step.
