Add concern for role-based permission checks

This change adds the core mechanism that will be used to check customizable role-based DAP permissions in policies.

Based on feedback in !213767 (comment 2906681414)

This MR simplifies the class proposed in !213432 (closed) by moving the implementation into a concern, making it easier for projects to access the customizable permissions.
