Add missing table descriptions

What does this MR do and why?

Add missing table descriptions to tables listed in the db/docs directory. The db/docs/deleted_tables were ignored.

For each file without a description, I asked GitLab Duo to take a best guess at the description after performing a code review and viewing the listed introduced_by_url page.
