Backport of 'Fix BackfillTimelogsNamespace finalization order'

What does this MR do and why?

This is a backport of the fix in master !213752 (merged).

We are finalizing the BackfillTimelogsNamespace batched background migration so we can validate the foreign key on the timelogs.namespace_id column.

These two migrations were introduced in the wrong order. With this change we fix that by finalizing the migration before validating the constraint.
