Group Security Dashboard `summary` endpoint is timing out

What does this MR do?

Allows caching of vulnerability summary per Project to address time out on the vulnerability/summary endpoint. This work is patterned after work done for https://gitlab.com/gitlab-org/gitlab-ee/issues/11693 .
