Add margin top to security callout
What does this MR do and why?
This change adds top margin spacing to a security newsletter notification banner that appears in the admin dashboard. The modification applies a small visual spacing adjustment (gl-mt-3) to push the alert component slightly down from whatever element appears above it, improving the overall layout and visual separation on the page.
