Update recommended redis HA gitlab.rb
What does this MR do?
Updates HA documentation to disable gitlab-rails recipe entirely on redis nodes.
reconfigure was attempting to run gitlab-rake cache:clear. This was failing since the recommended configuration sets a password for the redis server, but does not tell the gitlab-rails cookbook to setup resque.yml with the password.
It does not appear that a redis node needs a gitlab-rails configuration, so I'm opting to remove it entirely, rather than update resque.yml
