What does this MR do and why?

Adds a popover & badge to highlight the new list experience and to link to feedback issue.

The badge and popover should only appear on group level work item lists and should not automatically pop open after it has been dismissed using the 'x' button.

How to set up and validate locally

  1. Enable work_item_planning_view
  2. Visit a group's /work_items list page
  3. Check the popover appears
  4. Close the popover
  5. Refresh the page
  6. Check the popover doesn't open automatically
  7. Check the popover and badge are not shown on:
  8. Project /work_items list
  9. Group/Project /issues list (with work_item_planning_view disabled)
  10. Group /epics list (with work_item_planning_view disabled)
