[Backport] Relax blobs complexity in favor of limiting data

Relax blobs complexity in favor of limiting data (!212456 - merged) fixes a bug in a security fix made in %18.5. This change allows users to request more than one blob from the graphql API at a time while still preventing users from submitting oversized requests.
