Added a section for faqs re: CI Pipeline quota

What does this MR do?

Added a section for CI pipeline quota to address frequently asked questions including:

• when is the pool reset
• how is the pool calculated (closes #30243 (closed))
• where is the pool applied (i.e. at the group)
